Position Budgeting and Corporate Budget

We are attempting to begin using the 'Position Budgeting' functionality in Oracle HCM as described in this link. It appears this budget information in HCM needs to be loaded at the Position level. We currently perform our corporate budget in Oracle PBCS, with FTEs being budgeted at the Job Code level. For anyone with more experience using 'Position Budgeting' can you confirm the requirement for position level budget and provide any wisdom for us in terms of lessons learned? The end goal is creating a meaningful relationship between our budgeted FTEs (which originates in Finance) and position control (which exists in HCM).
